การจัดการระบบป้องกันอัคคีภัยของโรงงานอุตสาหกรรม (Management of fire protection system in industrial factories)

บทคัดย่อ

          อัคคีภัยที่เกิดขึ้นในโรงงานอุตสาหกรรม ก่อให้เกิดความสูญเสียทั้งชีวิตและทรัพย์สิน บ่อยครั้งที่ส่งผลกระทบต่อสิ่งแวดล้อมในบริเวณใกล้เคียง บางครั้งอาจขยายเป็นวงกว้างออกไป การป้องกันอัคคีภัยจึงมีความสำคัญเป็นอย่างยิ่ง โดยเฉพาะระบบป้องกันอัคคีภัย ซึ่งเป็นอุปกรณ์ที่ใช้การแจ้งเตือนและระงับเหตุเพลิงไหม้  ที่จะต้องมีความพร้อมในการทำงานอย่างมีประสิทธิภาพ บทความวิชาการนี้จึงมีวัตถุประสงค์เพื่อพรรณนาการจัดการระบบการป้องกันอัคคีภัยของโรงงานอุตสาหกรรมโดยวิธีการทบทวนเอกสารและงานวิจัยที่เกี่ยวข้อง ซึ่งพบว่า การจัดการระบบป้องกันอัคคีภัยของโรงงานอุตสาหกรรมที่มีประสิทธิภาพผู้ประกอบกิจการและผู้เกี่ยวข้องจะต้องคำนึงถึงลำดับขั้นตอนที่สำคัญเริ่มตั้งแต่กฎหมาย มาตรฐานของวิศวกรรมสถานแห่งประเทศไทย และมาตรฐานสากล มาตรฐานระบบป้องกันอัคคีภัย มีขั้นตอนดังนี้ การออกแบบ การติดตั้ง การทดสอบ การใช้งาน และการตรวจสอบบำรุงรักษา จะต้องมีความสัมพันธ์สอดคล้องกับการจัดการความปลอดภัยด้านอัคคีภัย มีขั้นตอนดังนี้ แผนก่อนเกิดเหตุอัคคีภัย ประกอบด้วย การตรวจตรา การอบรม การรณรงค์ป้องกันอัคคีภัย แผนขณะเกิดเหตุอัคคีภัย ประกอบด้วย การดับเพลิง การอพยพหนีไฟ แผนหลังเกิดเหตุอัคคีภัยประกอบด้วย การบรรเทาทุกข์ เพื่อปกป้องชีวิตและทรัพย์สินของผู้เกี่ยวข้องที่ต้องใช้งานอาคารโรงงาน

Abstract

          The fire that are occurred in industrial plants causing loss of life and property. It also often affects to the environment in surrounding communities and expand to wider area. Hence, the fire protection system is most important. It can alert and suppress incidents. The fire protection system must ready and efficient work. The objectives of this article are described for Management of Fire Protection System in Industrial Factories by reviewed the document and literature. We found that effective management of fire protection system in industrial factories, the entrepreneur and the relevant people have to be aware the important sequences from the beginning are Law, Thai Engineering Standard and International Standard. The Fire Protection Standard process are Design, Installation, Testing, Performance and Maintenance Inspection which are also have the consistent related with Fire Safety Management which are Plan before Fire occurs consisting of the following Observation, Training, The fire protection campaign.  Plan during Fire occurs consisting of Fire suppression, Evacuation. Plan after Fire occurs consisting of Pain Relief. All are for protect life and property in the building and factory.
