การนำหลักการพัฒนาคุณภาพการบริหารจัดการภาครัฐ (PMQA) ไปปฏิบัติ ของสำนักงานอัยการในจังหวัดลพบุรี (Public Sector Management Quality Award (PMQA) to practice of the Prosecutor offices in Lopburi Province)

บทคัดย่อ

          การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาและนำเสนอแนวทางการนำหลักการพัฒนาคุณภาพการบริหารจัดการตามหลักการพัฒนาคุณภาพการบริหารจัดการภาครัฐ (PMQA) ไปปฏิบัติของสำนักงานอัยการในจังหวัดลพบุรี เป็นลักษณะงานวิจัยแบบผสานวิธี ประชากรที่ศึกษาครั้งนี้ ได้แก่ ข้าราชการฝ่ายอัยการและผู้ปฏิบัติงานที่สำนักงานอัยการในจังหวัดลพบุรี จำนวน 76 คน เครื่องมือที่ใช้ในการศึกษา ได้แก่ แบบสอบถาม และแบบสัมภาษณ์แบบกึ่งโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ข้อมูลเนื้อหาแบบพรรณนา  ผลการศึกษาพบว่า การนำหลักการพัฒนาคุณภาพการบริหารจัดการภาครัฐไปปฏิบัติของสำนักงานอัยการในจังหวัดลพบุรีโดยภาพรวมอยู่ในระดับมาก และเมื่อพิจารณารายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงที่สุดคือ ด้านการมุ่งเน้นทรัพยากรบุคคล ส่วนผลลัพธ์การปฏิบัติราชการของสำนักงานอัยการในจังหวัดลพบุรี โดยภาพรวมอยู่ในระดับมาก และเมื่อพิจารณารายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงที่สุด คือ ด้านการพัฒนาองค์กร ข้อเสนอแนะแนวทางการพัฒนาฯ คือ ควรให้ความสำคัญมากขึ้นในเรื่องการสื่อสารสร้างความเข้าใจให้ทั่วทั้งองค์กร ควรเปิดโอกาสให้สำนักงานอัยการจังหวัดได้วางแผนกลยุทธ์ เพื่อให้สอดคล้องกับบริบทของกลุ่มเป้าหมาย ควรมีการกำหนดตัวชี้วัดให้สอดคล้องกับการให้บริการของสำนักงานฯ ควรมีการปรับปรุงฐานข้อมูลสารบบคดีอิเล็กทรอนิกส์อยู่เสมอ ควรวิเคราะห์ปริมาณงานให้เพียงพอต่ออัตรากำลัง และควรจัดทำมาตรฐานงานธุรการให้ชัดเจน 

Abstract

            The purpose of this research is to study and propose guidelines the application of management quality development principles in accordance with the Public Sector Management Quality Award (PMQA) principles in the practice of the Public Prosecutor Offices in Lopburi Province. This research is mixed methods. The study population was 76 public prosecutors and workers at the Public Prosecutor's Office in Lopburi Province. The instruments used in this study were questionnaires and semi-structured interviews. The statistics used to analyze the data were mean, standard deviation, and descriptive analysis of content data. The results showed that the overall implementation of the principles of public administration quality development of the Public Prosecutor's Office in Lopburi Province is at a high level. Considering each aspect, it was found that the highest average was the human resources. As for the results of the service of the Public Prosecutor's Office in Lopburi Province  at all aspects is at a high level. When considering each aspect, it was found that the aspect with the highest average was organization development. Recommendations for the development of management is that the Office should pay more attention to communication for understanding throughout the organization, be provided with opportunity to plan strategies to be consistent with the context of the target group set in accordance with the services of the Office, always update the electronic case directory database and analyze the amount of work to be sufficient for the rate of manpower and should establish clearly administrative standards.
