          บทความวิจัยเรื่อง กระบวนการมีส่วนร่วมของภาครัฐ ภาคเอกชน และภาคประชาสังคม ในการสร้างมหานครปลอดภัยตามธรรมนูญสุขภาพกรุงเทพมหานคร ในพื้นที่เขตลาดกระบังและเขตดอนเมืองกรุงเทพมหานคร มีวัตถุประสงค์ 1. เพื่อศึกษากระบวนการมีส่วนร่วมของภาครัฐ ภาคเอกชน และภาคประชาสังคม ในการสร้างมหานครปลอดภัยตามธรรมนูญสุขภาพกรุงเทพมหานคร ในพื้นที่เขตลาดกระบังและเขตดอนเมืองกรุงเทพมหานคร  2. เพื่อศึกษาการติดตั้งกล้องวงจรปิด (CCTV) เพื่อความปลอดภัยในชีวิตและทรัพย์สินของภาครัฐ ภาคเอกชน และภาคประชาสังคมในพื้นที่เขตลาดกระบังและเขตดอนเมือง กรุงเทพมหานคร กลุ่มตัวอย่างคือผู้บริหารจากหน่วยงานภาครัฐ ภาคเอกชน และภาคประชาสังคม ใช้วิธีการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลด้วยการทบทวนสถานการณ์ข้อมูลสำคัญๆ ของพื้นที่ ข้อมูลจากเอกสาร ข้อมูลหลักได้มาจากการสัมภาษณ์แบบเจาะลึกผู้บริหารหน่วยงานภาครัฐ ภาคเอกชนและภาคประชาสังคมที่เกี่ยวข้อง ใช้วิธีการตรวจสอบข้อมูลแบบสามเส้า และยืนยันความถูกต้องหรือมีการเสริมเพิ่มเติมข้อมูลที่ได้จากการสัมภาษณ์ การวิเคราะห์ข้อมูลในระหว่างการเก็บข้อมูลเชิงพรรณนา เพื่อหาความแตกต่างโดยการตีความและการแปลความหมายตามวัตถุประสงค์ของการวิจัย ผลการวิจัยพบว่า 1. กระบวนการมีส่วนร่วม เป็นการเปิดโอกาสให้ประชาชนร่วมคิด วิเคราะห์ ตัดสินใจ การวางแผน การปฏิบัติตามแผน การติดตามประเมินผลในกิจกรรม โครงการของชุมชน เป็นการสร้าง ปลูกฝังจิตสำนึกในความเป็นเจ้าของกิจกรรมโครงการ ซึ่งปัจจุบัน (2564) การมีส่วนร่วมของประชาชน เป็นลักษณะเบญจภาคี ได้แก่ หน่วยงานภาครัฐ ภาคเอกชน ภาคประชาสังคม นักวิชาการ และประชาชน รวมพลังกันแก้ไขปัญหาที่เกิดขึ้น 2. การติดตั้งกล้องวงจรปิด (CCTV) เพื่อความปลอดภัยในชีวิตและทรัพย์สินของภาครัฐ ภาคเอกชน และภาคประชาสังคมในพื้นที่เขตลาดกระบังและเขตดอนเมืองมีการใช้กระบวนการมีส่วนร่วมเน้นไปที่ประชาสัมพันธ์ขอความร่วมมือจากองค์กรปกครองส่วนท้องถิ่น ในการติดตั้งกล้อง CCTV  ในพื้นที่เสี่ยงต่อการเกิดปัญหาอาชญากรรม หน่วยงานเอกชนที่ติดตั้งกล้อง CCTV ให้ฉายไปยังพื้นที่สาธารณะด้วย และพิจารณาแผนเชื่อมโยงบูรณาการการใช้กล้อง CCTV จะต้องทำได้แบบ Real Time และการบริหารจัดการในภาพรวมเพื่อให้สามารถใช้งานร่วมกันได้

Abstract                  

            This objectives of this research are 1. to study the participation process of public, private, academic and civil society sectors in building a safe metropolis according to the Bangkok Health Constitution in Bangkok’s Lat Krabang and Don Mueang districts 2. to study the installation of the CCTV cameras, aimed at providing safety for lives and properties of public, private and civil society sectors in the two districts. This research’s sample group consists of key-informants among the administrators and executives of public, private or non-governmental and civil society organizations in Bangkok’s Lat Krabang and Don Mueang districts. This research is conducted as qualitative research. The researchers gather information in many aspects, through reviewing important incidents and data of Bangkok’s Lat Krabang and Don Mueang districts in the past, documents to in-depth interviews of the relevant administrators and executives of public, private and civil society organizations. The researchers use triangulation to examine and validate the accuracy or take into account the data from the interviews and the data analysis during the descriptive data collection in order to seek out the differences through interpretation of the research’s objectives. The findings are; firstly, the participation of all sectors promotes the  conglomeration and engagement in community service of all relevant stakeholders both in terms of common areas and shared issues. The participation process of self-management within a community must stem from people's sense of belonging to a community and realizing the importance of their involvement in the brainstorming and decision process in order to shape their future based on their own desires and expectations. Therefore, the participation process is a process that requires people's collaboration in organizing and planning in every step. This may include having social development workers or academics from external agencies or organizations support the locals in many aspects. Secondly, the installation of the CCTV cameras to protect lives and property, from the perspective of the private sector, can help reduce theft since there will be visual and audio evidence, needed to pursue prosecution of offenders. This can deter calculating individuals from committing crimes of theft. The CCTV cameras will record any movements and activities in and around business premises and enhance organization and efficiency.
