การศึกษาเพื่อเพิ่มขีดความสามารถการปฏิบัติงานของศูนย์ดำรงธรรม (Operational Capacity Development of Damrongdhama Center)

บทคัดย่อ

          งานวิจัยชิ้นนี้มีวัตถุประสงค์เพื่อศึกษา วิเคราะห์ ประเมินขีดความสามารถของศูนย์ดำรงธรรมโดยเปรียบเทียบกับขอบเขตอำนาจตามภารกิจ และจัดทำแนวทางการเพิ่มขีดความสามารถของศูนย์ดำรงธรรม คณะผู้วิจัยใช้ระเบียบวิธีวิจัยแบบผสานวิธี และเก็บข้อมูลจากผู้ปฏิบัติงานในศูนย์ดำรงธรรมและส่วนที่เกี่ยวข้อง โดยใช้การการสัมภาษณ์เชิงลึก สำรวจด้วยแบบสอบถามออนไลน์ และการประชุมรับฟังความคิดเห็นเฉพาะกลุ่ม จากการวิเคราะห์ข้อมูล ผลการวิจัยพบว่าศูนย์ดำรงธรรมมีขีดความสามารถสูงในด้านภาพลักษณ์และค่านิยมร่วม และมีขีดความสามารถต่ำในด้านกฎหมาย โดยเมื่อพิจารณาขีดความสามารถของศูนย์ดำรงธรรมจำแนกตามภารกิจได้ข้อสรุปว่าศูนย์ดำรงธรรมควรปรับลดขอบเขตอำนาจในด้านการบริการแบบเบ็ดเสร็จ นอกจากนี้ ศูนย์ดำรงธรรมควรใช้ยุทธศาสตร์เชิงรับในการเพิ่มขีดความสามารถ

 Abstract

         The objectives of this research are to study, analyze and assess the capability gaps of the Damrongdhama Center in fundamental missions and develop guidelines for capacity development. Mixed method research design is used in this study. Researchers collected data from practitioners in the Damrongdhama Center and other related state agencies, using in-depth interview, online survey and focus groups. The results demonstrated that the Damrongdhama Center has high capacity in branding and values; and has a low capacity in legal structure. After considering capability gaps, the Damrongdhama Center should reduce the role of integrated services. In addition, Mini-Mini (WT) strategy should be used in Damrongdhama Center.
