ปัญหาของการบริหารทรัพยากรมนุษย์ของสำนักงานเขตวังทองหลาง (Problems of Human Resource Management of Wangthonglang District Office)

            การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาของการบริหารทรัพยากรมนุษย์ของสำนักงานเขตวังทองหลางโดยใช้วิธีวิจัยเอกสารและวิจัยสนาม เก็บรวมรวมข้อมูลโดยการสัมภาษณ์แบบมีโครงสร้าง กลุ่มตัวอย่างผู้ให้ข้อมูลสำคัญ จำนวน 5 คน เลือกโดยวิธีการสุ่มตัวอย่างแบบเจาะจง ผลการวิจัยพบว่า ปัญหาของการบริหารทรัพยากรมนุษย์ของสำนักงานเขตวังทองหลาง ได้แก่ 1) ผู้บริหารระดับสูงมักจะให้ความสำคัญต่อการบริหารทรัพยากรมนุษย์น้อยกว่าการบริหารจัดการด้านอื่น ๆ 2) เจ้าหน้าที่รุ่นเก่า ๆ ที่ไม่มีพื้นฐานทางเทคโนโลยีไม่สามารถปรับตัวตามความเจริญก้าวหน้าทางเทคโนโลยี 3) บุคลากรขาดความผูกพันและความจงรักภักดีต่อองค์กร 4) มีเจ้าหน้าที่ปฏิบัติงานไม่เพียงพอ ทำให้เกิดภาวะงานล้นคน 5) เจ้าหน้าที่ไม่สามารถแสดงความมีศักยภาพของตนเองได้ เป็นเหตุให้ไม่เป็นที่ยอมรับของผู้บริหารระดับสูง

Abstract

            The main purpose of this research was to study problems of human resource management of Wangthonglang District Office. Documentary and field research methods were employed in conducting the research. A structured interview format was used to gather relevant data from a sample of five key informants selected using purposive sampling. The research found five aspects of human resource management problems of Wangthonglang District Office. First, the chief executive tended to give less priority to human resource management than other dimensions of management. Second, the older staff members who lack of technological basic could not adjust themselves in accordance with technological  advancement. Third, the personnel lack of commitment and loyalty to the organization. Fourth, there was not enough staff which has caused the overwork condition. Fifth, the personnel could not show their enough potentiality to be accepted by the chief executive.
