ปัญหาและอุปสรรคในการนำแผนพัฒนาท้องถิ่นไปปฏิบัติ (Problems in Implementing Local Development Plans)

บทคัดย่อ

            การวิจัยนี้มีจุดประสงค์เพื่อศึกษาปัญหาและอุปสรรคในการนำแผนพัฒนาท้องถิ่นไปปฏิบัติขององค์การบริหารส่วนตำบลตาสิทธิ์  อำเภอปลวกแดง  จังหวัดระยอง  ใช้วิธีการวิจัยเอกสารและวิจัยสนาม  เก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบมีโครงสร้าง   กลุ่มตัวอย่างได้แก่  นายกองค์การบริหารส่วนตำบล  สมาชิกสภาองค์การบริหารส่วนตำบล  ปลัดองค์การบริหารส่วนตำบล  หัวหน้าสำนักงานปลัดองค์การบริหารส่วนตำบล  นักพัฒนาชุมชน  ที่เกี่ยวข้องในการนำแผนพัฒนาท้องถิ่นไปปฏิบัติในตำบลตาสิทธิ์  อำเภอปลวกแดง  จังหวัดระยอง  จำนวน   5  คน  ผลการศึกษาพบว่า  ปัญหาและอุปสรรคในการนำแผนพัฒนาท้องถิ่นไปปฏิบัติ  มี  6  ด้าน  คือ  ปัญหาด้านการมีส่วนร่วม  ปัญหาด้านงบประมาณ  ปัญหาด้านขาดความรู้   ปัญหาด้านการตัดสินใจ  ปัญหาด้านการวางแผน และปัญหาด้านการประชาสัมพันธ์ แนวทางแก้ไขอาจทำได้โดยการจัดอบรมให้ความรู้แก่ประชาชน กระจายงบประมาณลงให้ครอบคลุมทุกพื้นที่ มีการวางแผนที่ดี โดยยึดประโยชน์ของประชาชนเป็นสำคัญและประชาสัมพันธ์ให้ประชาชนรับทราบโครงการต่างๆอย่างทั่วถึง

Abstract

            The main purposes of this research were to study problems and obstacles of the implementation of local development plans carried on by Tasith, a sub district administrative organization of Pluokdaeng district, Rayong province. Both documentary and field research methodology were employed as important tools to gather data collected by structured interview from those 5 key informants, i.e. the major, a member of council of administration, sub-district administration organization head officer, head of office administration clerk and a community developer. The finding were that the implementation of local development plans faced six main problems and obstacles; participation, budgeting, knowledge, decision making, planning and public relation problems. These problems can be solved by providing training to the public, spread the budget to cover all areas with a well considerate plan. The public interest is important. Thus, the public should acknowledge all of the projects thoroughly.
